Paper Route? When I was 13 I passed out fliers for a local pizza joint. You may want to check out local businesses to see what help they need. Also, lawn work and snow shoveling are always good. If you want to earn money, you will find a legal way. People need help in all facets of their lives. Check with local people and see what odd jobs that they need done. It's difficult to get hired at such a young age, but someone needs you.

Extortion, take pictures of people doing things they ought not to be doing and then get money out of them for them back.
You will develop photography, business, finance, and surveillance skills.

Work in the church, cut grass, wash cars, assist lawn care people, or anyone needing assistance, helping someone deliver newspapers, etc.
