Get a bottle of wine (if you drink), put on something cute, dim the lights and lay down on the bed. When he walks through the door say "Happy Birthday Honey".

just give him a night devoted to HIM. cook a meal he likes, rent a movie he's been wanting to see... be lavish with your attention, and the money won't matter.
you might pack a picnic lunch, head out someplace quiet, spread a blanket, and feed him tidbits of food while you talk and laugh and play around.
or you might try a massage (neck, shoulder, foot, back, all-over --- you know what he'd like) while you talk to him about his day. and pay honest attention to what he tells you!
if you wanted to be more creative, you could even make some 'coupons' up for him to use whenever -- and they could be anything from ' good for one night of hot and sexy --', to 'i promise not to bug you to take out the trash'. again, you know him -- what bugs him, what he likes, and all that.
when you show him that you're paying attention, and that you want his to day to be all about him, the money (or lack of it) just isn't important.
so go on -- have fun! the more you enjoy it, the more he will, too.

Cook him his favorite meal...and for dessert wrap yourself in a big red bow. Men like to eat a good meal and they like sex. They're pretty basics creatures. Get creative and have fun. It's not about the money.
