If you have data in those partitions, then
1. Backup the data. Open the disk manager from Manage option (right click my computer), Delete the partitions (will show all the partitions disk wise), create a single partition.
2. Use a 3rd party software like Partition magic

If you dont have any data, follow method 1

Since you mentioned that you have no data on those volumes, and that you already have XP pro, you should be able to do this with what you have. I am assuming that you are attempting to make a new "Simple" Volume.

Step 1: Right click "My Computer" on your start menu. Select "Manage" and the Management window should open. Click on "Disk Management." This should show you your disks and volumes.

Step 2: Right click on your "G" partition, and select "Delete" for your "G" partition. Repeat for your "H" partition. This should leave that Harddrive with one Extended partition.

Step 3: Right Click on your new Extended Partition, and select "Create Volume." There should be some dropdown menus and places to enter any information you want. You may want to select Quick Format.

You can't. You must reformat then remove both partitions, then create a single one. Obtain an XP Pro installation disk, then it will give you that option to delete partitions. Delete both, then create a large one, its the only real way to do it.

You can try software that will make it "look" like one partition, but it will only make your computer run slower. I suggest a reformat and create your proper partitions there.

Try Partitions Magic software, if you have enough empty space on hard disk, then data will be not deleted. Anyway, backup your important data before you experiment.

Check the website for the drive manufacturer. They will often have utility software you can download (with instructions).
