Norm: In Psychology, an expected standard of behavior and belief established and enforced by a group.
By definition, every "norm" is good within the society by which it is accepted. Your question speaks to how outsiders view another society's accepted behavior. For example, Americans do not have the same view of panhandling as the citizens of India do towards similar behavior.

Personal opinion. What may good to me may mean something else to you. Personally I follow my intuition, common sense all the tools I learned or was endowed with growing up.
