Absolutely NOT!!! I was in the apartment business for over 20 years and that is illegal. They cannot do anything on that nature just because you are behind on rent. Their obligation is to provide you with housing and all the ammenities that come with it and that means working ammenities.
Just the same, you may NOT withhold rent just because they have not yet fixed or repaired your A/C or whatever the problem is. If you have any further questions concerning this matter, please contact the Texas Apartment Association. They have a legal line you can speak to someone and you may alos make complaints regarding the property (as long as they are members of the association).
Remember, they DO NOT have the right not to fix your A/C because you are behind on the rent. Even right up to the time of eviction.

No the landlord shouldn't be touching any of your stuff especially electrical stuff.
If your rent is late there are other ways that he can ask you for the rent and they don't include touching or breaking any of your stuff.

Since you are in the US I am not sure of what the law is over there but you should be able to get some sort of help from someone/company, you just need to look around.

I would say no. Landlord-Tenant laws differ depending on the state, though. I think the landlord should only be able to take legitimate, and not retaliatory, actions in response to your failure to pay rent.

The law does not require ac and if you don't pay your rent he can put you out.

no there not meant to because all the this that come on your lease has to be work at all time, u can go back and tell your land lord that this is not work so that is why my rent is late

Also, you really need to get that rent in on time. What would you say if your boss didn't pay you on time? You'd be pissed, so you need to do everything you can to get that rent in on time, sometimes if it means you don't get to have fun, then so be it.

No...it is connected to your electricity...if your lights come on...so should your AC...
