Distilled vinegar will take the smell out as well. I'm not sure what the dillution ratio is, however.

Wash and soak with detergent.
I think tomato juice can get skunk smell out. Maybe it will work for pee.

I don't have kids, but I use those Oxi-cleaners on pet stains. They work pretty well on organic stains and might work for you. Try adding a scoop to the washer, or soak the clothes.

Try putting a cup of vinegar in the rinse cycle. It also makes the clothes nice & soft w/ no static.

Well, if laundry soap doesn't do it, than something is wrong! Maybe your kids should be drinking more fluids, because it shouldn't smell bad.
