Assuming the mic is attached to the MIC in jack, the problem is most likely that you need to adjust your audio properties.
If you right-click on the volume icon and select audio properties, you'll get a window that pops up with a bunch of things you can play with.
In that window, check to see if the mute box under the Microphone section is checked. If so, then uncheck it.
FYI, you can't just speak into the mic and hear sound. You'll need to be recording in order to do that. You can use a simple recorder like Sound Recorder, which is under Start, Programs, Accessories, Entertainment, Sound Recorder.
To begin recording, hit the red circle icon and begin talking. As you speak, you'll see the green line change size indicating it's picking up your voice. To stop recording, hit the square icon. The triangle icon is your play button to hear what you just recorded.

Mics are usually set to mute. Go to the Control Panel and look for Sound And Audio Devices or if you have a speaker icon near the time, you can probably right click that and adjust the volume from there. It's usually advisable to keep this mute, that way if you chat or record, it will not get feedback or echoing. Hope this helps!

is your microphone compatible with your computer? and.. are you plugging it into the right jack? My computer has 3 jacks on the front.. one for line-in, one for headphones (which also mutes the speakers if something is plugged in), and one for microphone.
one more thing.. someplace you should have a control for the various types of jacks and sounds that your computer can use... such as a volume for the microphone.. or for "Master".. Line-in.. etc.. there are normally a few places to find these sound settings....
now.. that said.. what program are you using to record the sound you are making? You probably cannot just plug in a microphone and start talking with no recording software running.. Windows has Sound Recorder that comes with it... or you can use programs like Sound Forge or Goldwave (both very good programs) and any number of other available software for audio productions.
