your baby might just be discovering a new facial muscle and expression. How old is the baby? Usually they don't start smiling until around 1 month. If it's an older baby, who used to smile and has since stopped, it may be a phase.

First, it doesn't really mean anything if the baby doesn't smile yet since that doesn't always happen before 3 months. Second, you are right that it is critical for a child's social and emotional developement that people talk to him and interact with him. He also needs time in various settings - on the floor for tummy time so he will learn to crawl and in people's arms for interpersonal skills. Not good to leave a kid in a car seat or high chair all day long. The good news is that once the kid becomes more interesting and interacts more on his own in about a month, the parents may take more interest in this new little person. Keep praying and interact with the baby when you get the chance.

The baby will probably grow up to be a very serious person.
I have two children. My son, would smile all the time. If he even saw me with the camera, he would smile and start posing. My daughter, not so much. She just would stare and frown.
They are now 12&1/2 and 15 years old.
My daughter is very serious in her studies, and is actually gifted. My son, he loves to play and joke a lot of the time. He's a lot of fun. He also doesn't take things as seriously as she does.

How old? If newly born or less than 6 months, don't worry so much. Expose the child to lots of hapiness. Smile constantly around him/her. The kid will pick up on your actions. My boy is going through the terrible twos now, so enjoy the time you have while they're small!

Has this child been tested for Autism or down syndrome? These are questions that should be addressed now! If this is not the case, Perhaps the child is a Late developer. Emotions in babys really can not be translated at this young age. Also if you suspect a lack of appropriate parenting, now would be a great time to introduce them to an elementery parenting class. Best Wishes to you!

You don't give the age of the baby. Very young babies don't smile unless they have gas. Constipation could make your baby uncomfortable and not to smiley. Ask your doctor on the next well baby check up.

Maybe he/she might be experiencing pain that your not aware of. For example heartburn (acid reflux) or maybe it could be something simple like needs of something colorful or the sound of music and hearing you laugh. I'm not suggesting you don't do these things or anything, but babies cant really tell you whats wrong. hope this helps
