It's slugs. Get some diatomacious earth at a garden center. It's a fine sand ground up from a rock made of tiny shells. Sprinkle it on the ground around your plants. Slugs will not cross. (Don't inhale the dust, it is a major irritant to lung tissue) diatomacious earth is used in pool filters. Much safer than chemicals and more effective.

Slugs, beetles are not big fans of Hostas at least not mine. I have about 30 Hostas around my yard and I only treat them for slugs whenever I see the little brown holes and that takes care of it.

Its slugs for sure japenese beetles won't bother Hostas. I have 347 Hostas and never had a beetle bother them yet! Get some Slub baitand lay it around your Hostas. Crushed eggs shells will help also.
