e.g.let's say someone where to go out and register a person's name and they have no connection to that person or their name,and when he or she is ready to register their name on the internet,they can only do so if they are willing to pay them for it.I mean that person's real and legal name that appears on their I.D./Passport etc

yes, there were sevral suites filed as far back as 5-6 yrs ago and the courts found that it is wrong for anyone other than the 'real' person to do that (register a site in the person's name)
still, if it happens, you probably will need to go to court to prove that the other person is not another of the same name and you could su for real damages depending on wht was posted!
