In some parts they were, but in other shots (the ones in public) they had to wear flesh-colored bottoms so they wouldn't get arrested. I saw something about it on MTV back when the video was released.

Wouldn't suprise me. Saw them live at cobo arena in detroit,back in 99 or 2000 and when they opened their set they were obviously completely sh*t faced, and naked. Played a pretty good live show i guess.....
