Ive looked it up and im sure its because the writers wanted them to be somewhere closer as they were on other levels of the building and another bit of info the frame around the eyehole was originaly a mirror but when they were setting up the set an assistant accidentaly smashed the mirror but the producers liked the looks so much they kept it.

Because it mayed no sense to have there old ones. I and 2 its would have been funny in the later chapter like the "One with the Stripper cies" he was tired from coming up the stairs and complaing cause there was no elevator

The prop guys did lots of crazy things like that to see how observant their fans were. Just check that message board on Joey's door.
I still watch their reruns from time to time because I still enjoy seeing Jennifer.
