If he cheats on me before, and I find out, there likely will not be a wedding. If the wedding went on as planned, I'd never trust him again anyhow.

Sorry but If he's not loyal now what makes you or any one else think he will be before marriage or after marriage commitment is a very serious thing in a relationship if you cheat you are not ready for this marriage would any man like it if she did the same probably NOT! think about it

Give just those two choices, then of course cheat before but remain loyal after marriage...
Marriage is the bond of two souls forever, although 60% of people in today's society don't think the forever matters... what happens prior to marriage is prior to this bond. After marriage, everything that's done helps or hinders the marriage, so if you cheat after marriage, it's a big NO NO...
