You might try Netflix. They have a very wide selection of movies. But you probably wouldn't be able to buy it only rent it. It's worth a try though.
I looked around on the internet and saw they were selling it for $5.99 on ebay if you want to get it there. They don't have it at Netflix.

Firstly Amazon have allegedly got a r1 version of Taras Bulba on dvd and it said it was released in 2003. Try this site for locating your movies for the best prices.
www.find-dvd.co.uk
Also has option to locate R1 discs too.
Also I am waiting to see if they ever release The Last Train on dvd. The series was late 90's and appeared on sci fi channel not too long ago. You never know. Also To catch a killer with Brian Dennehy. Came out on R1 and has since been deleted, but never made it to R2 for some unknown reason. The dvd I have is a transfer of my vhs tape. Its good but not fantastic by any means.

You could write to the film company asking about it. However a good and easy thing to do is go and see if it has a page on Amazon (one of their 'the title isn't currently available' pages) and express interest in receiving details if it does come to DVD. Details of how many people have expressed interest in titles is now often fed back to the studios to tell them what people actually want and whether there are films/TV shows they've overlooked that people want to come out.
Online petitions can work, but to be honest movie studios' release strategies often defy logic and you often just have to wait and hope.

I think in time every movie will be out on DVD. I have waited for my fav TV show Jag, and now it is coming at the end of this month.
I once wrote to electronic arts or whomever it is, to please make Civilization II for the original sony playstation. They never wrote back, but it came out like a year later.
Well, write to MGM, if they still own the rights to the film.

Check Amazon. Some of their partners already have this movie. I have done business with one of their partners, Caiman for an all region copy of Double Indemnity and it worked fine. (BTW, I am not affiliated with Caiman)
