Not quite sure what you mean, but I'll do my best. You could measure out 990 ml of distilled water into a beaker using a burette/pipette. Next, measure out 10 ml of HCl into the same beaker using a similar method (don't forget to rinse out the apparatus first). If you were trying to figure out how to make a solution 1% acidic, just titrate HCl into some NaOH (or another strong base) and record the pH every once in a while. Using pH calculations, you can stop when you have a pH of around 2 or so.

The liter is the metric unit for volume. As with any other metric unit, there are prefixes to indicate magnitude. Milli means 1/1000 thus 1000 millileters is equal to one liter.
