I'm not an expert on the subject, but I imagine if your overall body fat percentage drops, the back fat will be reduced. Try a combination of jogging, upper body exercises, and advanced leg crunches. I stave off lower back fat in the waist area with side crunches -- on your side, one hand behind your head, knees together, then raised up to your elbow; repeat.

Last summer I went to a personal trainer to help me, I did a # of exercises and cardio to reduce my back fat, and it worked.

Butterfly's, chest press, push ups on a wall (google for explainations), tennis and swimming, you also need at least 20 mins of intense cardio 3 x a week(Tennis and Swimming count as cardio, laps really help and are fun) and a well balanced diet - follow the food guide. Smaller portions and healthy choices.. You don't need a gym for any of these exercises you can even use cans of food or juice as your weights.
