They hire a company Called Nealson Rating company. This company pays people to put a box on their tv to record what they watch and when. They tally up all the data from all the boxes and come up with statistics. Then they sell it to whoever needs it, like the tv networks.

just like cable internet it sends signals through and the number of signals on a specific frequency are picked up by the other side and counted

I think they do random surveys and gather their statistics from them. Gee, no one ever called me to see what I was watching. Hmmm maybe there are spies in the cable.
