Adults must provide the model of respect, cooperation, and tolerance. Show them. You teach children by being the example yourself. It's not about "Do as I say". It's about "Do as I do".

It has to start at home. If your children cannor respect their parents and sibs, what chance do they have in the outside world? It should be easier to respect those you love than those you don't even know.
Spanking doesn't work for teaching respect. Those who spank are not showing respect for the spankees, so how is that supposed to teach respect?
Respect is a 2-way street. Once a child realises that they need to be respectful in order to be respected, they should be fine.

That is behavior focused and that's a problem. Focusing on changing behavior isn't going to get you far.
Problems like disrespect, hate and unsociableness start in the heart of a person and without an authoritative reason of why one action is bad and another is okay, trying to control behavior just won't work.
Schools are not allowed to teach a satisfactory basis of why one thing is good and another is bad... and kids are smarter than to do something just 'cause an adult says so.

Show them, don't tell them. Children learn what they see. If their parents are rude to waitresses and cashiers, how do you think their kids are going to act? If the parents think the schools are there for free babysitting, are the kids really going to learn anything? Kids are always learning. Let's teach them what they need to know to be productive members of society!

Post playground rules at school. We throw them out on the playground and expect them to know how to get along. Public parks do it, why not schools. We don't have to make a huge deal out of it, just provide definite guidelines.
