It could be from anything that you might be using, type of soap, detergent, or type of bras fabric, or probably moist.
So make sure you get some coco butter or avenoe to help heal the dryness. Stay away from soap and lotions that has to much perfume.
Are you breast feeding?
If your are and your breasts are itchy, there is no reason you cannot use moisturizer on them. Avoid putting the moisturizer on your nipples. Use an ultrapurified lanolin (Lansinoh) on the nipples if they are also itchy. You are right to worry about lotions or oils, or soap getting into the baby's mouth, but Lansinoh will not harm the baby and offer a helpful moisturizer to the nipple area.
Some babies do not like the smell of highly perfumed lotions on the breasts, so you might choose the unscented ones. Consider double-rinsing your bras when you wash them, and not using fabric softener in the rinse. Laundry detergents and fabric softeners can aggravate dry skin. Hope you feel better soon!

Maybe your breasts are getting bigger. Are you experiencing a slight weight gain? Or you could be pregnant? Do yourself a favor and get some Palmers Cocoa butter. It will stop the itching because it moisturizes so well, even at the end of the day you'll still feel it. Also, it stops stretch marks.
Or you just simply have dry skin and maybe some irritation from your bra and you need to moisturize better.

You could have dry skin or you're bra could be irritating the skin. It could be the material in the bra or the laundry detergent or fabric softener you use. In any case, make sure your bra fits properly to keep it from rubbing so much. When you get washed, make sure the area is dry, then apply a good lotion like Lubriderm.

It could be a variety of things. From the soaps you bathe with, the detergent you wash your clothes in, the sheets you sleep on, material type of the bras you wear. I could go on and on. Try some moisturizer or vaseline(lightly). I use to break out in these fine bumps on my face until I discovered that the detergent I used to wash my clothes in, I was allergic to it. May God Bless

Use safe gentle : olive oil, vaseline, CloTrimazole skin cream, alternately, in tiny quantities. discard bras for a time. keep ur fingers and their mouths clean.
Occassional rub alcohol a drop will help.

IT SOUNDS LIKE YOU HAVE VERY DRY SKIN. SO DO I. WHAT WORKS FOR ME IS AFTER YOUR SHOWER OR BATH, USE BABY OIL ON YOUR SKIN BEFORE YOU DRY OFF. IF IT STILL CONTINUES, YOU MAY NEED TO SEE A DERMATOLOGIST.
