It basically means a work environment that is both healthy and safe for the workers.

A lot of work places contain hazardous materials and conditions. For example, auto shops. Anti-freeze are poisonous. Exhaust gas is deadly. Gasoline are flammable. If a car is to fall out of the lift, it can crush the technician. Running motor can chop your fingers off.

All these dangers must be properly identified, employees trained, and proper protective gears and safety locks engaged.

All that constitutes occupational health and safety.

Even in grocery stores, lifting frozen food can damage ones back. Slippery floor can injure workers. Meat slicer can cut off fingers. Many places are a lot more dangerous than most people realize.
