They are refering to the Freemasons.

Majestic 12 is most commonly associated with UFO conspiracy theories. This ultra secret (!?) group of twelve top world, political and military leaders are supposedly in charge of the fate of all mankind as they either bargain with or control the fight against the 'greys', ie. your generic almond eyed, big headed, telepathic alien.
M12 got big coverage as part of the US alien series ' Dark Skies' which caused some controversy by suggesting that the first shuttle disaster was as a result of alien sabotage. Personally I thought it was a refreshingly good series, superior in many respects to the the increasingly stale yet more popular X-Files.
I also believe M12 has been linked to the various Grail theories and the like.
A good analogy of M12 from X-Files is the group to which ' The Smoking Man ' belongs who are trying to negotiate the terms of the total surrender of mankind to the alien hordes that will ultimately benefit them personally What !? like the aliens aren't going to turn them into slaves as well !!!

ehh, either they don't exist, or they do and run everything, either way they seem to get things done...or do nothing at all. so no need to worry about them
