do you honestly believe that the U.S. can have a comprehensive plan to deal with anything in regard to China and Russia? G8 summit was proof positive that this is the truth.

You'll have to be more specific with your question. Perhaps you're referring to U.N. Security Council votes, and blockage.

My thoughts regarding the U.S., China and Russia have been that the U.S. needs to work to build an alliance with the Russians to offset Chinese power and autonomy. The Chinese want natural resources and slow power. The Russians mostly distrust us.
