He wanted to spend more time in Hollywood making movies. During some point when the Rock was making movies, Vince let the Rock's contract expire, causing ill will with the WWE. That's the main reason why the Rock hasn't popped in from time to time like he used to when he first started making movies.

Honestly, The Rock was only suppose to do the Mummy Returns and that was it. Then everyone started talking about his performance so they wrote The Scorpian King and that was suppose to be it. Then more offer kept coming in and Vince put him under a WWE films contract. When that ended, he just kept getting offers and he decided to strike while the iron was hot. Hopefully, he will COME BACK to the WWE.

He didn't. In the storyline he did but in real life he is still underempolyment. His proflie is still under the RAW superstars. The reason that he has not made any apperances on RAW because he was filmilng a new movie for the wwe production company and tore a ligement in his shoulder. His last movie doom was one of the first proudctions for the wwe production company.

Because he discovered that he has more potential outside the WWE than in it.
If he stayed in the WWE, he would be doomed to a life like that of the Undertaker, Mick Foley and Hulk Hogan. Yes, while fulfilling, they aren't as big as they could be, and their bodies are damaged.
He chose a different course.
