It's called FEET. They are amazing! They can take us where we need to go ... to the shops, upstairs ... wherever! They can also be used to propel a BICYCLE which can do many things a car can (and some things it can't).
There are also HORSES. They used to be used a great deal for transport. They have an unfortunate by-product, however, which is actually very good for growing roses.
Of course, if you wish to power an internal combustion engine, then our little friend YEAST can help. Besides making bread edible and beer drinkable, this little single-celled fungus can also turn carbohydrate into ALCOHOL which is a very clean fuel, though it doesn't perhaps have the power of the oils derived from fossil fuel.
We could even harvest SUNLIGHT and use it to power our vehicles. Solar power could generate electricity which could be stored in batteries. Convenient recharge stations could be easily made out of existing petrol stations, most of which have large flat roofs which could be covered with solar cells.
Solar Electricity could also be used to split common water into HYDROGEN and OXYGEN which could be recombined in a modified internal combustion engine to produce energy and water,

Free? Not in this universe!
Limitless? Hardly!
How about cost-effective and renewable? That's a definite yes. Brazil has been running almost completely on ethanol as a fuel for ages. The US has the capacity to produce fuel grade ethanol, and could expand to handle a large amount of the fuel needs for cars without a tremendous amount of trouble. The trick is that no one is yet willing to go on ethanol as a straight fuel.
HOWEVER, 85% Ethanol, 15% Petroleum is increasingly available, and I can hardly wait until it's near me!
Ethanol is only one of several possible fuels, though; hydrogen is starting to mature nicely, and if they ever get the solar water splitting systems up to high enough efficiency, that's going to be a really, really hopeful product, too.

Most likely there is a limitless replacement, but free? Someone will always want to make a buck sadly and I don't think the way the world economy is set up would survive it.
Now I really wish someone would figure it out and be a great humanitarian.

no.
theoretically, even solar and wind power will run out eventually.
basically, there is no such thing as a truly limitless source of fuel. by its definition, a fuel is used to create work by being changed form one substance to another.
in the case of petrol, is by burning to change hydrocarbons into carbon mon/di oxide and water, releasing the energy. when all the oil goes, all the petrol goes.
the same goes for solar power. eventually the nuclear reactions in the sun will end. wind power is a by product of solar energy and this will not outlast the sun.
even if we find a way to tap into the movement of the planets, this will eventually cause the planets to stop moving because you are taking a very very very tiny part of the energy used to move the planet and using it for something else. unless something occurs to give the planet more energy (such as a meteorite hitting it and reducing its orbit) this will lead to the planet stopping. it might take billions and billions of year but it wil happen.

Maybe. Petrol is converted into a usable energy source by burning it, which in itself is inefficient. Nature contains loads of more powerful energy sources, but harnessing it would appear to be pretty tricky. I suspect that whoever works out the best way of doing it will not let it go cheaply. The b*st*rds!

Research into various natural alternatives is ongoing but at the moment there is no viable fuel to replace petrol.
