I've heard that definition before and it is appropriate, strangely enough.
Kinky is tying someone up because they want to be bound. Perverted is tying someone up to keep them prisoner against their will.
Kinky is a spanking that leaves a red spot of the buttocks that will sting for a little while. Perverted is a beating that disfigures a person for life.
Kinky is ordering someone to worship at your feet as you know they enjoy it. Perverted is doing this because you can blackmail them.
Kinky is a out-of-the-norm sexual activity that two adults agree to do. Perverted is the same, but with a child or animal.
Simply put, kink is something that when it is explored closely enough is simply a alternative expression of what is an otherwise normal activity. Perverted is something that is wrong, both on the outside and on the inside.

If your a kinky person then the likelyhood of you thinking things are perverted is fairly slim. However if your not kinky at all the likelyhood of you thinking a regular kinky person is perverted would be high !
