The WWE didn't exist until May 6th 2002. Prior to that, it had several different names of course, but your question asked about the WWE.

The first wrestler to BECOME the champion under WWE banner was the Undertaker, on May 19th of the same year.

Buddy Rogers was awarded the title by promoters after breaking with the NWA, because the NWA didn't recognize Rogers' one fall loss of the NWA World title to Lou Thesz on January 24, 1963. According to other records, Rogers defeated Antonio Rocca in a fictious tournament in Rio De Janerio, Brazil for the title.

Chris Jericho was the Unified World Heavyweight Champion when the WWF changed to the WWE in 2002.
