Opportunity for government to collect a tax.
Opportunity for government to have a record of your vehicle for police purposes - suppose it is stolen.
Opportunity for government to have a record of your vehicle for insurance purposes - suppose you fraudulently claim it has been totaled twice.

of course, your MONEY in the STATES pocket. just be thankful there's not federal usage tax for your vehicle yet. (beyond the taxes paid at the gas pump)

well,
a.) make sure the viehicle is safe and to DOT standards
b.) make sure the viehicle is insured and up to SMOG
c.) fee's help fund roads and infrastructure.
