Most likely a fake coated in silver or platinum. They are worthless.
If it is an error then it could be worth thousands.
First weigh it, if it is about 2.5 grams then it is a fake. If it is completely the wrong weight like 3.0 grams or 2.0 then take a picture measure the diameter and send the info to ...

Hi... I'm a coin dealer in the Midwest US. There were no "steel" cents made in 1998. What you have is one of two things...a normal 1998 cent with the outer copper plating stripped off (likely by acid), or a normal 1998 cent that has been nickel or silver plated. In either case, unfortunately it's still just worth one cent.

1998? They didn't make those in 1998. Did it fall in varnish or another strong substance? Otherwise, they only made them in 1943 due to massive shortages in copper due to WWII. The steel penny isn't worth much, unless you have one in mint condition, which is very rare. They are the only pennies to stick to metal! Cool, huh? :)
