Phoenix is a desert, so there's no doubt how ridiculously hot the place is, even at night. But if you live there, you get used to it... It's not exactly the busiest place you see around... not like LA or New York. People like to hang out in the local malls because of the AC.
Culturally... I'm not sure really sure about the rest but all I know is my cousins' idea of a Chinatown is a tiny little square located 15 miles from the city.

I moved to Phoenix from Detroit. First of all, Detroit has been slammed for lacking culture, but Phoenix seriously lacks culture. It's strip mall upon strip mall. There is very little in terms of the arts to do compared to other metropolitan cities. People are more laid back to a sense, but it's a weird laid back. At work, I think people are laid back, but when I get in my car to drive anywhere people are defintely not laid back. I've never seen such road rage in my life. But for the most part it is more laid back than the East Coast and Midwest. Most of the people here are conservative from a political standpoint.

Ohhhhh, I've been waiting to answer this...
Phoenix right now is hell on earth. It's like living in a convection oven...where fans blow hot air over what's being cooked.
Phoenix is an extension of L.A.
Phoenix is a slice of Chicago cut off and dropped in the middle of the Sonoran Desert.
The desert cooling at night doesn't work anymore because of the miles and miles of asphalt and concrete retaining heat into the night and pools plus non-native vegetation making humidity.
100 degrees at midnight! No sun and it's 100 degrees! That ain't natural.
Phoenix is a hotbed of conservative politics, every person for themselves, every suburb too with the POSSIBLE exception of Tempe. Self-interest is king in the Valley of the Sun, take a look at the proliferation of plastic surgeons.
Ah!
One will either love Phoenix or hate it. I lived in the east valley and worked in downtown Phoenix.
Scottsdale is too expensive.
Culture? It's there but you have to look.
Socially? You have to make it on your own.
It is absolutely wonderful weather-wise from mid-November to mid-February.
Remember, Hunter Thompson said something to the effect, "my idea of hell is a viciously overcrowded version of Phoenix in the summer."
To enjoy Phoenix you need to make a decent wage.
Tucson is better.
Bisbee and Jerome are weirder and cooler.
Flagstaff is the best!

You had better learn some Spanish. You need only learn the cuss words, for the most part.
You will have to learn to accept that we are close to Mexico. So writing on things with spray paint, and throwing trash out the window of cars, is pretty commonplace.
Most people that come from other places say that Phoenicians are as rude as New Yorkers.

Those above who are complaining about the heat have short memories. This time of year people forget that from September through April the weather is absolutely beautiful. We have sunny, blue skies about 360 days a year. It rarely gets to freezing temperatures, and we don't get tornadoes, hurricanes or blizzards.
Since your question is in the Entertainment section, let me say that there are concerts of every type, clubs, theaters, professional sports, art museums and special events going on all the time.

Hot right now but cant be beat in the winter and fall seasons. There are lots of things to do and people are generally nice. We also have some of the countrys most beautiful woman in fact we ranked 3rd in Playboy.
