How long should it take a water heater to reheat? And, if a water heater is not working... what are some steps to take?

Rule of thumb is a half an hour from cold to hot for a standard 55-gal water heater.

If it does not heat, have someone who knows how to use a multimeter test the heating elements and the thermostats (one each located at the top and bottom). If they are not registering 120 volts, then they have to be replaced.

To replace the heating elements, the heater has to be shut off and drained. the heating elements shoud (most models) be able to be threaded out. Thread the new one in and make your electrical connections.

thermostats come with schematics and instructions on the packaging.

IT DEPENDS HOW MUCH WATER IT HOLDS A 20 GAL. WATER HEATER COULD TAKE A COUPLE OF HRS. TO GET HOT DO NOT TURN ON ELECTRICITY TO A EMPTY TANK OR YOU CAN BURN UP THE HEATING ELIMENT IF THIS HAPPINGS IT WON'T GET HOT. YOU CAN TAKE THE HEATING ELIMENT OUT BY UNSCREWING IT ITS COVERED BY A PLATE USUALLY AN BUY A NEW ONE THATS THE SAME AN REPLACE IT AN TURN ON ELECTRICITY WITH IT FULL OF WATER THIS TIME AN WAIGHT A2HRS AN SEE WHAT HAPPENS THERE SHOULD BE A WAY TO ADJUST THE TEMP. BEHIND A PLAT ALSO

This link has some good trouble shooting guide. You did not say if it is gas or electric. Most residential gas water heaters of 30 to 40 gallons will recover in about 30 minutes, electric will take a little longer.
Hope it helps.

If it is electric you may need to replace one or more of the heating elements.
