I think in this case, the modulus sign means magnitude. The magnitude, |a+b| = (a^2 + b^2)^(1/2). Therefore, the magnitude of that expression is (9t^2 +2601)^(1/2). Of course, the modulus sign could also mean the positive (absolute) value of that expression, and that number depends on the value of t.
