Most likely a fake coated in silver or platinum. They are worthless.

If it is an error then it could be worth thousands.

First weigh it, if it is about 2.5 grams then it is a fake. If it is completely the wrong weight like 3.0 grams or 2.0 then take a picture measure the diameter and send the info to ...

Hi... I'm a coin dealer in the Midwest US. There were no "steel" cents made in 1998. What you have is one of two things...a normal 1998 cent with the outer copper plating stripped off (likely by acid), or a normal 1998 cent that has been nickel or silver plated. In either case, unfortunately it's still just worth one cent.

Not fake, probably just been dipped into a silvery looking product. Take a magnet and see how magnetic it is. It could just be paint. The only real steel cents were during WW II when there was a shortage of copper. 1943 is the only year of zinc plated steel cents.
