Male- Macho Man Randy Savage (or Macho King Randy Savage) Was a heel for almost all of his career.

Best Heel: Triple H (right when he turned on X-pac all the way through his quad injury). He was really hated for being a champion for a LONG time. Whenever he started getting a face reaction, he would do something really heinous (marrying Stephanie, running over Stone Cold) to make the audience hate him again.

Worst Heel (hmm ... good question) I'd say Bastion Booger (his gimmick was that he stank up the ring and no one wanted to fight him cuz he stunk). I say that because I thought that was hysterically funny and would actually cheer him on. Anything you can do to gain an advantage on your opponent is good and not showering for a while, wow, that's ingenious! Also, you have to admire the hard work and dedication required to stick the course here.

Best woman heel: Trish Stratus (man she Dominated and was the hottest ever with that attitude)
Worst woman heel: Nicole Bass (she was huge and was hitting on Val Venis for a while. Umm ... that was just plain bad).

There has been a lot of wrestlers over the years, so I can only speak to my own experience, but NO heel ever made me feel the evil like Eddie Guerrero, when he had his feud with Rey Mysterio. The angle with Dominik, and the time he vertical suplexed Rey into the steel steps so hard he ripped the mask to shreads... wow, just wow.
Mind you, I was a huge fan of the man, and I was saddened when he died, but I was very glad that if his time had come, his character was a face at the time, and not in the midst of the greatest heel run in my lifetime.

As to heel women, I haven't seen many. I enjoyed Mickey when she was more psycho, Gail Kim has had a good, athletic run in TNA, and I thought Woman was a heck of an evil manager, back in the day that she ran Doom, a monsterously dominant NWA/WCW tag team, but no woman ever really impressed me with her heel-ness.

As for male wrestler, Edge seems to be doing a great job at being a HEEL. And as for the womens division. Victoria, Jazz & Molly Holly have always been the top picks for HEEL charecteristics.
