Apparently many displaced New Orleans residents have relocated to Livingston Parish and Baton Rouge area, but it clearly has a flood plain and did applied for funding which FEMA denied. Although Katrina missed this parish, it doesn't mean that it will escape a detrimental impact in the future. Levies are in place in this parish...that certainly is telling. People should not build on marshland which are natural barriers to cyclones.
