The Bush Administration is calling North Korea a failed state because the government does not exist for the people, but rather, the people exist to provide for the government.

But real failed states are states like the Soviet Union, and Yugoslavia which just totally collapsed.

In political terms it typically refers to countries whose foreign and domestic policies strategically impact those around them as their internal controls fail. A FAILED STATE fails for many reasons some of which I have listed below.

= no effective control of it's territory (inside of their own country)
= lacks legitimacy, the right to govern, with the majority of its population
= fails to provide internal / domestic security
= fails to provide basic services to its people

Basically a failed state is a result of its' leadership.

- Burma, Liberia, Sierra Leone

Vulnerable to becoming a Failed State
- Sudan, Ivory Coast, Democratic Republic of the Congo

Where the Government tried to impose a certain kind of rule and caused the country to collapse economically resulting in chaos, anarchy or civil war. Lots of African nations are now failed states.

with the collapse of the Soviet economy and the Berlin Wall in the late 1980s, the communist system that was the USSR was, as they say, kaput.

there are many more, but none are as sufficient as that in answering that question.

it is the prime example of a country that drastically revolutionized its government and economic system only to collapse as a result. many other states that went bottom up were due to outside forces. the USSR is much like what North Korea would be without the support of the ChiComs (China) ...
