It means getting married without any elaborate ceremony. Running off to a justice of the peace or city hall and getting married, rather than inviting all of your parents' friends to a huge party you don't enjoy.

Eloping is when you run away and get married. It usualy happens in less than 24 hours. Most people go to Las Vegas to elope.
