Hang out at the mall and look good, some dudes with money will come along. If they did not have any, they would not be at the mall.

well that depends on a couple of things whether your friend is a boy or girl, but either way just chill out find something in common, read together play board games,take walks,explore tha area around your place, go to a local hangout or park and just chat with the locales...it all really depends on what you like to do when you have money lol....

Go to the park, play a board or card game,watch t.v. or take a walk with a friend,bf or spouse, go to a (free)museum, hike etc...

rollerblading, the beach, free outdoor concerts, most towns have a festival of some sort with free admission, hiking.
