Out of context, I'd say that the speaker is simply saying that everyone should be him or herself.
In context, I'd say it just shows how much of an idiot the speaker is. The speaker is Polonius, a long-winded fool. He gives this final piece of advice to his son Laertes at the end of a long list of advice that essentially tells him, "Do this, but don't do that" more than a dozen times, before he concludes that Laertes should be true to himself. Whether Polonius believes anything he says, or merely likes the sound of his own voice, is unclear.
