is the truck moving when you shift to 4X4? My Excursion has shift on the fly 4X4 and I must be moving at least 5 miles an hour for it to engage, to go to 4 low, I have to stop the truck, put it in nuetral, hold the brake and switch it to 4 low, if you do this and it still doesn't work, there may be a problem with the solenoid that engages the transfer, see if you can switch it to manual and notice if it works, if it does you know fundamentally the transfer is working, it will be a problem with the shift on the fly system

You might have to drive a few feet for the transfer case to fall into gear. It it is an automatic, then you might have to come to a complete stop and put it in park before four wheel drive will engage.

If it is in automatic, it might only engage when a problem with the traction at the raer wheels occurs.
