Fish eat other fish because that is their food source. Now if other dogs were a dog's food source, they would eat them. But, dogs have other food sources if domestic and if wild, they will eat anything they can catch.

Dogs can eat dogs, in fact to reach the south pole the first successful expedition used its supplies and as it needed fewer dogs to pull the sleds the spare dogs were killed and fed to the other dogs. It was an efficient way to reduce the number of mouths to feed.
