The GIMP is the absolute best free photo-editing software out there. It is very similar to Photoshop, though how it functions is slightly different. Just go to the GIMP.org and then(mostlikely you will want the windows varient) download(windows users will want to go to the windows GIMP site). You should be able to do very basic editing right away and by reading a few tutorials you can learn to do very advanced effects. They also have free plug-ins and filters. I've used GIMP for a long time and I've used Photoshop their power is almost identical.

Photoshop Elements. Hands Down. Photoshop, its big brother, is really expensive but it's the choice of professionals worldwide. Elements has all you're likely to need.

photoshop... but its expensive. if you are a student you can get MAJOR discounts though, but its still in the $200-$300 range if not more, depending where you go and if you just buy photoshop and not the whole adobe creative suite 2.
