Plan something to invite him to. You and a couple of friends going out to the movies is a perfect example. Then you call him and say, "Hey man, we're all going to the movies tonight and were hoping you'd like to join us."

That takes all the pressure off of both of you and gives you a reason for inviting him that doesn't put him on the spot. That way if he can't do tonight, then you can ask when he might be able to go and let him come up with the day/time...or he can explain any rules that would keep him from going out so you can work around them. My sons weren't allowed to go out with girls alone until they were 15. But if they had someone's parents driving and picking them up, then that was OK...as long as we knew where they were and that we could find them.

So if you make it a very casual thing and not a "date", then he can easily accept and get his parents to approve. And you get to know him better without any pressure on you, either.

Just ask. I had the same problem. I never asked and now I do not know for the rest of my life. Life is too short to just speculate whether he likes you or not. At least once you ask, you know.

Just ask him. He will say yes. Guys are easy to deal with like that. Don't try to play games with him or get him to ask you. You'll just confuse him, and both of you will be frustrated. If you just ask him, he'll be really proud of himself for being attractive to someone (just like you would be, right?). Just don't try to pay for the first date or anything - let him pay. It's chivalrous, and it makes him feel important.

You just have to get to know him better before you try to ask him out. Don't try to rush into a relationship.

Just ask him say "so you wanna hang out sometime" if he is new he'll probably want some company anyway.
