this sounds like the reverse of communism except just like communism it would only work in a perfect world

If that would have worked, we would never have had governments. Don't you realize people all want to be the leader? Most times you can't find 5 people who agree on an issue, let alone putting billions together to resolve problems.

It's a wonderful dream but impossible to operate without total chaos.

Not likely, there are currently to many factions that would contend for control. Of course the idea is a good one just not feaseable. think about how many people you personally don't like, now multiply that by the billions of people around the world. It would be absolute chaos.
