Bush, Hitler, and Stalin do not classify as terrorists. The definition a of a terrorist is someone who uses asymmetrical means to subvert, overthrow, or intimidate a regime or country, or using such activities to intimidate a civilian populace or government into social, economic, religious, or political change. What Hitler and Stalin did was to conquer and kill those that were seen as a threat to their power. George Bush could be considered a bad, corrupt, immoral, or just plain ignorant leader but he has not committed a crime for which he can be charged, so in other words he technically hasn't done anything wrong. Hitler and Stalin would both eligible for charges concerning war crimes or crimes against humanity for the sheer scope of their actions. Bin Laden's actions pale in comparison and are not of the sort of nation state actions that the other three are accused. he is by TRUE definition the only terrorist. I'm willing to bet this is not the answer you were hoping for.

Look up the word Terrorist.
Neither Bush, Hitler, or Stalin fall into that category.
Therefore the answer from the 4 that you have given is Bin Laden.
Followed closely by the New York Times.

Bin Laden is the real terrorist with all the Spanish separatists, Palestenian radicalists and Chechen terrorist just because of his and their budget and methods. We can't give the credit to Bush for what is happening right now. His administration spreads terror around the world and in that way they could be called a terrorists. Hitler and Stalin actually brought some good for their population before or during the horrors they created.

Hitler and Stalin slaughtered millions of their own people, and destroyed the countries' cultures and societies. But consider what Bush has done since 2000
1. Illegally and unconstitutionally invaded another sovereign nation that in no way threatened, provoked or attacked the U.S.;
2. Massacred tens of thousands of Iraqi citizens for no justifiable reason;
3. Initiated failed economic policies that will result in a severe depression as soon as Bush leaves office;
4. Neglected America's poor, disadvantaged, underprivileged, sick, disabled, homeless and hungry while playing "Robin Hood in Reverse", stealing from the poor to give to the rich;
5. Tortured 'detainees' without regard to the rules of the Geneva Convention, and looked the other way when prisoners were physically, emotionally, verbally, psychologically, and sexually abused;
6. Turned our nation into a police state wherein citizens are presumed guilty until proven innocent;
7. Tarnished our reputation as a world leader and global peacekeeper;
8. Lied to the American people and leaked information to the press when it conveniently fit his agendas;
9. Dismantled environmental laws designed to protect and preserve the delicate ecological balance between man, plants, and other animals;
10. Killed more than 2,500 U.S. soldiers.
I vote for BUSH as the world's worst terrorist. -RKO-

DubbleYa bush is by FAR the worst terrorist the world has ever known. He is the one who has instigated the mass murder of innocents, like other terrorists,but what makes him worse is the amount of backing he has and the extent to which he and his cronies spew out their propaganda. Misquoting Iran, to get his agenda set up, invading Iraq, without a moral motive(there were plenty of others he could have targeted, but they didn't have what he wanted...)and lying to do it, supplying other terrorist organisations with weapons to again, further his plans...he is more dangerous than any other so called 'terrorist'! He has the power and the means at his disposal to potentially take over most of the world, we're not talking in a few years though, but his wheels are in motion. As for his idea of 'Democracy'? What he says, goes. Sod what the public have to say about it! Here's a snippet from an interview he had:
[Accustomed to the pliant US media, Bush was plainly taken aback by the pointed question. He retorted that, unlike other countries, “We are a transparent democracy.” He then elaborated on his conception of “transparent democracy” as one in which political leaders pay no heed to popular sentiment. “I do not govern by opinion polls,” he said. “I just do what I think is right... I am going to act according to my beliefs. I am the president of the United States.”]
What a guy...
I mention all this as his doing, but I suppose we all know he's just the puppet. It goes without saying really. It was just easier to refer to the collective as a singular, in the form of bush.

In amount of people killed the order would be Stalin, Hitler, and Bush.
Stalin I am pretty sure never had a false flag terrorist event in his own country. Hitler did he burnt Germany's Reichstag (Congress) to the ground and blamed it on his political enemy Poland, as a pretext for invasion. Bush also did this with 9/11 as a pretext for wars of aggression with our political enemys. You know kick out the old government, and put in a "democracy" that is kind to the USA's economic and political interests.

Bin Laden because he is the only terrorist listed.
Leader: Hitler, but it should be Stalin because he killed 3 times more people, but since the Soviets were our "allies" we rarely talk about it.

there is unquestionably complexity to attributing a president as being the 'worst,' considering many of the elements that bypass into presidential rankings have little to do with the president (consisting of the overall state of the monetary equipment). certainly, Bush Jr. has had no longer some thing to do with the state of the housing markets and oil prices, in spite of the indisputable fact that he actual ought to have worked in route of lowering the nationwide debt (it truly is a destiny issue). likely the worst presidents by technique of result and everyday opinion are: -Buchanan -Harding -Nixon Carter is particularly low, yet he suffered from some particularly undesirable monetary circumstances that he had no administration over. i'd say that Bush Jr. may be remembered even a lot less favorably than Carter, a minimum of.
