Your friend should contact the power company immediately. Start going through the paperwork.
These sorts of problems are not that uncommon. When they goofed in our community, they burned down a local hardware store.

The Short probably blew out your computer. But here's how to check.
First check the Fuse box. Make sure that they did not get tripped during the short. If they did, turn them back on!
If not the fuse box, then check the outlet. See if the outlet is still sending power.
If not the outlet, do you have your computer plugged into a surgeprotector??? If not, GET ONE! it will protect your computer from these surges. I recommend APC.
If the commputer still won't turn on, most likely you blew up the computer, monitor, and speakers. You can probably try changing the powersupply on the computer to see if you can recover things on the hard drive, but your Monitor and Speakers are fried.
Remember you can't just throw them away because the monitor and computer contain hazadous material. They have to be recycled.

It sounds like your computer's power supply is bad, most likely from the shorted out line. It is also most likely that your computer itself is still good. *IF* you happen to have an old computer (or a friend that does) I would suggest you try swapping power supplies. The problem with BUYING a new power supply to see if your computer is good is that almost no one will allow you to return the power supply if your computer is bad and thus you have no need for a new power supply.
If you don't want to bother with such, you can always call around and find the cheapest computer store for an estimate of repair.

Try obtaining a replacement power supply. You didn't hear this from me, but if that's the problem, you could get a new computer, plus still have your old one working if you have insurance, but then again, that's fraud and I would never condone such a thing. =) Power supply's are cheap, if that turns out to not be the problem, it probably isn't worth your time and effort to research the cause, just have your insurance buy you a new one. =)

Its possible, that could have caused the problem. As long as your friend has home insurance, that will cover the computer. My friends computer was struck by lighting, and she was able to get a brand new computer and it didn't cost her anything.

Computer power cords tend to burn out in situations like this.
You can buy replacements fairly cheap.
