I like Eclipse, see below for the download link. It's a full featured IDE with ANT integration, debugging, javadoc integration, lots and lots of plugins for XML parsing, JSP editing, etc. Also integrates well with most source control products like CVS, sourcesafe, PVCS, etc.

Eclipse is really the alternative of specialist progammers and that is totally free. Integration with Ant, Junit, source administration and many different plug-ins make this superb acceptable.

For pure coding, I'd also say Eclipse. But NetBeans has an excellent GUI editor (like you would see in VB) and a great extension for J2ME.
