There are a number of reasons this could be happening to you. The oil from your face or your moisturizer may be "wicking" the color from your eyeliner down into parts of the eye area you don't want it to be. In that case- a very light touch of translucent powder should solve the problem. All the tugging and pulling at the under-eye area isnt good so there are a couple of other things you can try- use a liquid formula- that tends to be a little more stable. its silicone based so you have couple minutes or so to smudge it after you apply it, then it's there until you remove it.

Oil will make it smudge. So, don't use foundation near your eyes. If you're young, I doubt you even need foundation - maybe powder and that's it for everyday.
Buy a good eyeliner - it's worth the investment. Cheap lipstick, powder, mascara is fine. Not eyeliner. Lancome pencil liner is about $20 and will last about a year. If you can't afford that, use Cover Girl pencil liner.
Liquid liner tends to look good for a while, but not all day.
Here's the secret...Apply the liner 1st, then use an eyeshadow (matte, no shimmer) the same color as your liner and apply thinly on top of the liner. You could be out in the sun, to the sauna or where ever all day long and it will not smudge or change until you remove it.
Make sure you remove it at night.

It's got a wax base, so it smudges because the wax melts as it sits on your warm skin. You can control it a little better if you use a pressed powder under the eye (it catches the melting eyeliner so you don't get raccoon eyes.
If you use something like Maybelline Pure Stay, it helps. That's a foundation and powder in one and as the liner starts steeping down you just refresh it with the corner of the sponge applicator.
But the better solution is to get a powder-based eyeliner pencil (Loreal's is great) as they have no wax base....or use a liquid liner.

I've had many different brands of eyeliner, and yes it will always smudge. I had waterproof eyeliner and it still smudged a little. Right now I use Maybelline NY Unstoppable. It's pretty good, but it still smudges. I don't mind though.

Find a cosmetic line that offers eye makeup primer - you put it on before the eyeliner or eyeshadow and it helps to keep it from fading/smudging....and maybe you might want to try different brands - all products out there work differently for each person.

It happens to me as well. sometimes it's not even eyeliner but mascara. Try using water proof eyeliner/mascara, and when you line your eyes, don't line it right on the tissue part, your eyes don't like eyeliners and will try get it out by making your eyes watery (even just a little can make your eyeliners go away) Try line it not on the tissue but as close as you can, and dust a little powder on it after you line it using small eye shadow brush.
When it smudges, use Q-tip or tissue with a little water/or vasline is even better and lightly wipe it off then reapply eyeliner/powder if needed.

try putting powder on before you put on the eyeliner where it usually gets smudged. you face has natural oils that cause the eyeliner to smudge or run and powder can help stop that. a base eyeshadow even in a nuetral color also works!

Yes pencil liners tend to do this to almost every one, try a liquid one Maybelline makes a good one it has a felt tip not a brush it's waterproof liquid eyeliner.08 fl oz. the bottle come up to a point

the plastic push up usually smudges..
use the pencil.......
try lighting the tip of the pencil with a match.. just for a sec... this should make the line defined and it should make is sold when it dries...
