Common problem with water seeping into controller if not properly sealed at factory. GM is aware of this problem and technical bulletins have been released. See your local dealer for warranty service.

You could have a) a bad wiper control switch, b) a bad motor, c) a bad electrical connection to either switch or motor. An '03 vehicle will still be under warranty so I'd go ahead and take it into the dealership and have them check it out.

Fuses and relays are good? Unplug the motor and see if, when you turn on the switch, you have power. If you do, try running a jumper wire directly to the motor. Does it work? If you didn't have power at the connector when you turned the switch on and your vehicle has an airbag, take it to the shop. It sounds like the switch is bad, or has, for some unknown reason, come unplugged.

The first thing, make sure a fuse hasn't burned. If you don't know where it's located, then look in the owner's manual. It could something as easy as that. Best of luck to you.....

Warranty?
If not see if there is power to the motor.
Use a test light or meter.
If there is power replace motor.
If not try switch or relay-it might be in fuse panel

Your wiper module is faulty, if water has gotten into the motor, you may need the whole assembly.
