By all accounts and intelligence, at least as far as we are informed, North Korea does not have the miniaturization techniques down yet to make an atomic warhead small enough to be launched on a missile. So, during their last launch they did not and could not have attached one. Though, they do have biological and chemical warheads they could have attached, and with time, I'm sure they will be able to arm a missile with an atomic warhead. The worlds pretty sure though that the last launch was a test.

No. They were test rockets. They have no explosives on them at all. Test missiles are solely to track the effectiveness of targeting, accelerations, etc. They are not armed. This is generally true world-wide.

That said, Kim Jong Il is just plain crazy, so who knows. He may have decorated them with curtains, for all we know.
