He steals from me and eats my food. He collects money for utilities and then the utilities get turned off and I have to go pay them. Also, he is a worthless, argumentative drunk. Can anyone think of a reason not to swat him with a crowbar?

If he collected money for bills, then didn't pay them, sue him. You'll get your money back, and it'll be a hint to move out about as subtle as your crowbar without the side effect of getting you thrown in jail.

Rather than screw yourself up, get rid of the lieing, stealing, drunken bum, get a new roommate, and get on with your life--without him or any of his problems.
don't give him any money for the utilities--pay them (or your portion) directly to the utility companies
quit allowing him to "victimize" you

Cant think of one good reason not to....except the reprocussions you will suffer at the hands of our legal system. Your bets bet might be to just throw him out. Sorry punk!
